have a talk with Sir Mark Young. The proposal that there should be a Development Department was discussed with Sir Mark Young by Sir E. Gent some time ago and Sir M. Young has subsequently agreed both to the appointment or Dr. Herklots us Head of that Department and the appointment of e Director of Fisheries within the Department. He has not however seen the various memoranda submitted by Dr. Herklots nor have the proposals been discussed in any detail with him. As in fact they have the substantial backing of the Colonial Office, it is perhaps only fair that Sir M. Young should not be left to make his assessment of their value only from the enthusiastic Dr. Herklots. It may be thought therefore that the Colonial Office should indicate to the Governor their general support for these proposals before he sees Dr. Herklots. Perhaps Mr. Caine who knows Dr. Herklots and has discussed the proposals with him would be willing to have a talk with Sir M. Young. I have put a copy of this minute on Personnel File 28794 C.R.
